The meeting pointed out that the number of major water conservancy projects started in 2022 and the scale of investment will be the largest in history. The implementation and completion of investment have historically reached the level of one trillion yuan. The overall plan for the South-to-North Water Diversion Project has been fully launched. Positive progress has been made in the preliminary work of major projects, and local government special bonds, financial credit and social capital have been significantly increased.
The meeting emphasized the need to coordinate development and security, accelerate the improvement of flood and drought disaster prevention capabilities in river basins; implement high-quality development requirements, accelerate the construction of national water networks; promote the harmonious coexistence of man and nature, and strengthen Ecological protection and management of rivers and lakes; insist on using both hands to continue to deepen the reform of water conservancy investment and financing; grasp scientific thinking and methods, and promote water conservancy planning and planning work with high quality.
The meeting requested that in 2023 we should actively promote the high-quality development of the follow-up project of the South-to-North Water Diversion Project, vigorously promote the construction of major national water network projects; comprehensively promote the revision of flood control plans for seven major river basins, and speed up the preparation and approval of key plans. ; Accelerate the preliminary work of the project and accelerate the improvement of the flood control engineering system in the seven major river basins; strive to expand the scale of investment, promote the development of water conservancy PPP models and REITs pilots to achieve breakthroughs; make every effort to implement major strategic water conservancy plans, and highlight the rectification of ecological and environmental issues; Vigorously promote the construction of digital twin water conservancy; implement the requirements for comprehensive and strict party governance, strengthen the construction of party style and clean government, and carry forward a truth-seeking and pragmatic style.

The Pearl River Water Conservancy Commission, the Taihu Basin Management Bureau and the water conservancy departments of six provinces (autonomous regions) including Zhejiang, Guangdong, Hubei, Anhui, Yunnan and Ningxia made exchange speeches.
