In December 2018, the Ministry of Industry and Information Technology, the Ministry of Transport, and the Administration of Science, Technology and Industry for National Defense jointly issued the "Smart Ship Development Action Plan (2019-2021)" to establish smart ships. The standard system is listed as action goals and key tasks, and it is clearly proposed to study and formulate smart ship specifications and standards system construction guidelines.
In May 2019, seven departments including the Ministry of Transport, the Central Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the Ministry of Finance jointly issued the " "Guiding Opinions on the Development of Intelligent Shipping", which pointed out that focusing on the formulation of regulations, standards and norms, accelerating the construction of an intelligent shipping governance system.

The guide first puts forward four major development principles, which are to focus on ships, be oriented towards shipping, and implement the national strategic requirements for the development of smart ships and smart shipping; to be in line with the standards, take the initiative to occupy positions, and to be in line with maritime conventions and rules, The top-level requirements of the standards and specifications require overall coordination; demand-driven and technology-driven, they are compatible with and synchronized with the development stage of smart ship technology and industry; they highlight characteristics and integrated development, and focus on the construction of special standards required to realize intelligent functions such as ships and shipping.
The guide also clarifies specific development goals. By 2021, basic common standards such as smart ship terminology and classification will be formed to support smart ship design, smart shipboard systems and equipment, and smart ship testing. and verification standards to initially meet the needs of actual ship construction.
