Promoting the development of smart ships has become a mainstream trend in the industry. Under the dual effects of policy and market, my country's smart ship industry and technology have made positive progress, and it is imperative to further promote the construction of relevant standards and specifications.

In December 2018, the Ministry of Industry and Information Technology, the Ministry of Transport, and the Administration of Science, Technology and Industry for National Defense jointly issued the "Smart Ship Development Action Plan (2019-2021)" to establish smart ships. The standard system is listed as action goals and key tasks, and it is clearly proposed to study and formulate smart ship specifications and standards system construction guidelines.

In May 2019, seven departments including the Ministry of Transport, the Central Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the Ministry of Finance jointly issued the " "Guiding Opinions on the Development of Intelligent Shipping", which pointed out that focusing on the formulation of regulations, standards and norms, accelerating the construction of an intelligent shipping governance system.

In view of this, the Ministry of Industry and Information Technology, together with the National Standards Committee and the Ministry of Transport, organized smart ship-related standardization research institutions, design institutes, system equipment development units, construction companies, and ship inspection institutions , shipping companies, colleges and universities, etc. have researched and compiled the "Guidelines for the Construction of Intelligent Ship Standard Systems" (referred to as the "Guidelines"), and recently issued them to solicit opinions.

The guide first puts forward four major development principles, which are to focus on ships, be oriented towards shipping, and implement the national strategic requirements for the development of smart ships and smart shipping; to be in line with the standards, take the initiative to occupy positions, and to be in line with maritime conventions and rules, The top-level requirements of the standards and specifications require overall coordination; demand-driven and technology-driven, they are compatible with and synchronized with the development stage of smart ship technology and industry; they highlight characteristics and integrated development, and focus on the construction of special standards required to realize intelligent functions such as ships and shipping.

The guide also clarifies specific development goals. By 2021, basic common standards such as smart ship terminology and classification will be formed to support smart ship design, smart shipboard systems and equipment, and smart ship testing. and verification standards to initially meet the needs of actual ship construction. About 60 standard research and preparations have been completed, and the number of leading development standard projects will be no less than 5. By 2025, the standard system will be further improved, with a total of about 120 standards, and the total number of leading development standard projects. About 10 items.

The guide explains the standard system framework. The standard system framework consists of a three-layer architecture: the first layer is the top level of the standard system; the second layer is the parts, including basic commonality, key technology applications, intelligent ship design, intelligent shipboard systems and equipment, intelligent ship testing and verification, shore-based There are seven parts: service and operation management; the third level is professions and fields, including 38 professions and fields.

The introduction of policies lies in implementation. The guidelines require that, first, we must formulate implementation plans and carry out the construction of the standard system in an orderly manner in accordance with the principle of laying the foundation first and urgent needs first; second, we must accelerate scientific research. Transform results and strengthen the development and verification of major and key technical standards; third, we must strengthen training and publicity of basic standards and major key technical standards, and promote the implementation of standards; fourth, we must actively participate in the Maritime Organization (IMO) and Standardization Organization (ISO) , Electrotechnical Committee (IEC) and other related matters; fifth, it is necessary to establish a dynamic maintenance mechanism for the standard system, closely track the dynamics of smart ship-related convention rules and standards, and changes in domestic and foreign market demand.

As we all know, our country is a major shipbuilding country in the world, and the shipbuilding industry is one of the country's pillar industries. The introduction of the Guidelines will provide an important driving force for the transformation and upgrading of my country's traditional shipbuilding industry and the accelerated development of smart ships.
