The meeting emphasized that the construction of digital twin irrigation districts needs to be planned and promoted steadily. Adhere to the basic principles of “demand driven, application first, digital empowerment, and capability enhancement” to further grasp construction requirements and tasks. Focusing on the construction of systems such as information perception, resource sharing, decision support, and ubiquitous services, and in accordance with the requirements of improving the "four pre-emptive" capabilities of the irrigation district, we will strengthen the construction of digitalization, monitoring automation, and intelligent dispatching in the irrigation district. By the end of 2025, explore and form a batch of technologies, methods, products, and institutional mechanisms for the construction of digital twin irrigation districts that can be promoted and replicated, and lead the construction of digital twin irrigation districts across the country.

The meeting required: first, strengthen organizational leadership, implement the division of responsibilities, clarify time nodes, and advance various tasks in an orderly manner; second, increase financial investment, mainly local investment, and take multiple measures Implement construction and operation and maintenance funds simultaneously, use the comprehensive reform of agricultural water prices as a "nugget" to attract social capital, and work with both hands to ensure construction fund needs; third, strengthen technical guidance, give full play to the role of experts to provide follow-up guidance, and strengthen research on common needs , strengthen the training of talent teams; fourth, we must do a good job in organization and implementation, revise and improve the implementation plan as soon as possible, build mechanisms first and then build projects, and actively introduce the "unveiling the list and taking charge" mechanism. The fifth is to strengthen supervision, inspection and assessment to ensure that all tasks are completed on time and with high quality, summarize and refine experience and practices in a timely manner, and improve while testing and using.

The meeting was held via video.
